How should i balance paying off bills and buying things i need?

i am in a position whereby i have quite a few bills to pay some of which i am being hounded about, but i also need to buy some new things that i need urgently such as new shoes as my current pair is on is last legs, when i a get my new job my thinking is to buy some new shoes and then pay off the urgent bills, after that how should i balance paying bills and buying the new things that i need,
