I am a tenant in a duplex in Landlord uping the price, can I request to see copies of the bills?

He wants to start the price raise in October, but our lease agreement says for any changes it has to be equal to our notice period (60), which would land right in the middle of Oct. I told him he can't up it until Nov. 1 (I don't pay my rent on the 15th!) I need help, I've read over my lease a million times and am trying to understand my tenant rights. We also have a rat in our basement that they told us we had to take care of ourselves becuase if it doesn't go over 50 dollars they don't have to do anythign about it.
