Is Suwon more traditional than Seoul?

Suwon has expanded and is practically a surburb of Seoul. There is no difference in customs or traditions between Suwon and Seoul. The people in the smaller villages may react differently towards you. Many of them rarely see foreigners. People would come up to me on the street and touch my blond hair or ask me if everything I saw was blue due to my eye color. Nice folks, but it was odd.
